docs: implementation plan for the libtermgfx termio extraction

Step-by-step plan for sub-project 1: move syncscumm's sst_io.c terminal-I/O orchestration into a shared termgfx_termio module, byte-identical. Seven
tasks: design the shared API header (surveyed against all doors) -> capture
a golden wire-byte baseline -> git-mv + rename the module -> wire syncscumm onto it -> migrate the unit tests -> verify (boot tests unedited + wire-byte diff + portability) -> live confirm. Behavior identity is gated on the wire-byte diff.
