syncrpg: add the M0 plan (termgfx truecolor present path)

First executable plan of sub-project 2: add termgfx_termio_present_rgbx (a 32-bit XRGB truecolor path -- the sixel tier quantizes internally, the JXL
tier encodes the RGB directly) and move the median-cut quantizer into the shared lib as termgfx_quant, gated by syncscumm's boot/unit/PPM regression
(not raw sixel bytes). The door (M1-M4) is planned separately once M0 lands
and EasyRPG is vendored.
