Add a theme browser to SyncTERM Settings

Enumerate Classic Theme first and user INI themes after it, keep
invalid entries visible with parser errors, and preview each valid
highlight without changing the committed selection.

Commit Enter selections through the settings transaction, preserve
runtime-only changes in safe mode, and restore the committed theme on
Escape. Include the theme directory in File Locations.

Document storage, metadata, sparse styles, glyph values, the complete
role and glyph registries, and the C/Wren ownership contract for theme
authors and Wren developers.
