Export xpdev build configuration

Port 6bc1730a373003e32053a4456a8c817af3d7f5f7 from the standalone xpdev repository. Restrict the generated xpdev_config.h include to CMake targets so gmake, MSVC, and Borland builds retain their existing command-line configuration, while embedded and installed CMake consumers receive the generated capabilities.
