Add shared-library ABI symbol controls

Port b1deb2771b8fe1366808af0f06c9440283f828b3 from the standalone xpdev repository. Keep hidden visibility and symbol versioning confined to the opt-in installable shared CMake target so legacy object, gmake, MSVC, and Borland builds retain their existing behavior.
