Namespace XPDev portability APIs

Port b8df5e2c1133c483a943ee1f43c776ddfcebb64f and update monorepo callers for the renamed console, glob, clock, mutex, and semaphore APIs. Preserve non-CMake platform shim selection, and require usable declarations in CMake capability checks so MinGW does not mistake undeclared CRT functions for available APIs.
