Make XPDev installed headers self-contained

Port the applicable XPDev fixes from 5b3b1b13efd909ebc2bc8a765492fc20eb6538d6. Keep gen_defs.h in xpprintf.h for legacy gmake, MSVC, and Borland feature selection, and omit standalone support-component install changes.
