    Keep Win32 semaphore errors CRT-compatible

    Avoid importing POSIX errno values that are absent from supported Windows CRTs, including Borland C++Builder 6. Preserve the legacy sem_getvalue and wait-error behavior until the API-removal pass.

    Wrap semaphore errors for older Windows CRTs

    Use ERANGE and EINVAL fallbacks when EOVERFLOW and ENOSYS are unavailable, preserving precise errno values on CRTs that provide them. Keep sem_getvalue intact for the conservative CI pass.
